UPDATES
CITY COUNCIL AMENDS EMERGENCY ORDINANCE
In a Special Called Meeting on April 23, Milton's City Council approved an amendment of the Emergency Ordinance to allow for more flexibility in considering certain policy-making changes unrelated to the COVID-19 pandemic. The amended Emergency Ordinance still prohibits public hearings and decisions on land-use matters and long-term strategic plans. It changes, however, by allowing for work on ordinances (not related to “land use”) – a “practical loosening of the reigns” to prevent too much of a backlog in City government operations, according to City Attorney Ken Jarrard. It extends through May 19.

After Thursday, the City Council will hold its next 'regular' meeting -- also virtually -- beginning at 6 p.m. on Monday, April 27.
GOVERNOR ANNOUNCES BUSINESS CHANGES
On April 20, Gov. Brian Kemp announced that several types of businesses that once had been ordered closed can reopen if their operators take certain mitigation measures. These businesses include gyms, fitness centers, bowling alleys, body art studios, massage parlors, hair salons, and estheticians. The Order -- set to take effect Friday, April 24 -- can be found HERE.

A few days later, he outlined 39 requirements for them to do so as part of a new, 26-page Order. VIRTUAL CITY COUNCIL MEETING ON APRIL 15
Starting at 6 p.m. on April 15, Milton's City Council held its first ever virtual meeting. The public could participate via Zoom or watch the live stream of the meeting on the City of Milton, GA Facebook page .

GOVERNOR KEMP EXTENDS STATEWIDE SHELTER IN PLACE ORDER, TO TAKE EFFECT APRIL 3 AT 6 P.M.
On April 2, 2020, Georgia Governor Brian Kemp signed a statewide “shelter in place” Order. It originally went into effect at 6 p.m. on Friday, April 3. Five days later, he announced that the 'shelter in place' order would be extended to April 30.
The Order – which supersedes relevant county and city ordinances – can be read HERE.
“All residents and visitors of the State of Georgia are required to shelter in place within their homes or places of resident,” the Order states. Exceptions are when:
1.) Conducting or participating in Essential Services
This includes getting food, medicine, supplies to work from home, “and essential maintenance of the home or residence.” Activities “essential” for household members’ health and safety are allowed.
So is “engaging in outdoor exercise activities so long as a minimum distance of six feet is maintained … between all persons who are not occupants of the same household or residence.” In other words, people can outside for walks or runs, so long as they maintain social distancing.
2.) “Performing Necessary Travel”
3.) Engaging in Minimum Basic Operations for a business, establishment, corporation, non-profit or organization not classified as Critical Infrastructure.
Many businesses can remain open if they abide by the Order’s social distancing, sanitation, and other health-related mitigation requirements.
4.) Working in the 16 sectors that the U.S. government deems to be “Critical Infrastructure”

Gov. Kemp’s order prohibits dine-in service at restaurants statewide, while also mandating the closures of gyms, theaters, concert halls, bars, hair salons, and certain other establishments.
A person can only visit someone else if it’s to provide health-related supplies, “support [a] person to conduct activities of daily living” and “providing necessary supplies and services” like delivering food.
The Order gives the State of Georgia the authority to “mandate the closure of any business, establishment, corporation, non-profit corporation, or organization not in compliance.”
Also on April 1, Governor Kemp ordered all K-12 public schools to be closed through the end of the school year.
SUSPENDED ORDINANCES TO SUPPORT LOCAL BUSINESSES

Mayor Joe Lockwood, exercising authority given by Milton's City Council, took the first of what could be many steps to support Milton businesses. These four orders aim to assist the restaurant and retail industries in Milton 'to promote the safety, protection and well-being of the inhabitants of the city.' All of the below ordinances are temporary through the duration of the emergency.
Allow an existing business that hosts private, catered events to sell prepared meals for pick-up and delivery. The to-go meals can only be picked up for no more than three total hours per day, sometime between 8 a.m. and 7 p.m. The facility cannot offer dine-in service. - Permit the equivalent of 'take-out' alcohol sales at Milton table-service restaurants - so that customers can purchase sealed bottles of wine and beer without having to go inside. - Allow reasonable new temporary signs, allowing establishments to bypass the normal permitting process and the need to walk into City Hall. These signs - which must apply to current standards - could tell people about things like altered hours of operation, special pricing, parking directions, take-out options, or simply that a place is open. - Officially extend the deadline renewing Occupational Tax Certificates - a.k.a. business licenses - from March 31 through April 30. FULTON COUNTY SCHOOLS
Effective Monday, March 16, 2020, Fulton County Schools, including all schools and administrative offices, will be closed until further notice. This action is being taken in an effort to slow the rapidly spreading COVID-19 virus. Students and all employees should not report to school or work until further notice.

FULTON COUNTY LIBRARY SYSTEM
Due to concerns over COVID-19 all Fulton County libraries, including the Milton Library, are closed until further notice. Current and upcoming programs and events are canceled and will be rescheduled for a later date.
The library is asking that patrons NOT return books during this closure. Library staff will adjust due dates and waive fines.
